The 690, while getting dated at this point, is a substantially stronger card vs a 1050TI
It competes with &/or betters cards like 980's or 1060 (6GB).
There's not even a VRAM debate either, as the 690 is also equipped with 4GB VRAM.
Compared to a 1050TI, the 690 wins hands-down. The biggest concern is going to be power draw. a 690 is a 300W TDP card vs the 1050TI at 75W.
Ideally I'd suggest a GTX 1060 (6GB), but you'd need to wait prices to normalize a bit..... even then, you'd still need to pay ~$250.
A 690 is a pretty compelling offering if you have a quality PSU to power it.
