Hello,
Recently, I have only realised this when playing Kerbal Space Program that my graphics card is heated to 84 *C when not even running any games.
I have a triple fan GTX 770 PNY and I have noticed that only the middle fan is running.
Watching the temperature on GeForce Experience shows that it stays at a steady 84 *C - 98 *C temperature while not and while playing games.
I'm not sure how to fix this, and moving the fans with my finger don't do anything. My power options seem to be correct and are on high performance too.
The fan runs at 1500 RPM - 2200 RPM and with a Utilisation of around 50% - 100%. My friend has no problem with this and gets a steady 34* C while playing Kerbal Space Program.

TL;DR: Triple fan GTX 770 running at overheating temperatures and only one fan running

Thank you

First check your documentation, the GTX770 isn't that old so there's a good chance it's still under warranty, if you have lost the invoice, and purchased online there's a good chance there's a e-mail or order confirmation still lurking in your inbox-use that a proof of purchase to support your claim.

As an emergency fix there's the old cable tie trick, just cable tie a pair of suitably sized case fans to the card over the broken fans, it's crude but gets the job done.

If a warranty claim is a no go, as Binks2 says, you can try to hunt up a broken card on E-bay.
If THAT is a no go, you're stuck with replacing the cooler assembly, there is a fair number to choose from, but availability will vary according to your location.

Have you purchased it recently? Try and RMA it. Otherwise, just get another fan to cool it.
