GTX 770 Slowing down

I've had my ASUS DCU-II GTX 770 for about a year now and it seemed to have slowed down significantly and there's a buzzing noise around the fan. Is this to be expected?

Previously I've run CS:GO on max settings and shaders and stuff and not get lag, but now when I run everything at max, it'll drop frames constantly from 290 fps to 220 fps giving me a load of lag and tearing that makes for a bad experience.

Is it just me being unlucky in the silicone wars or is this similar to others who have the GTX 770?
 
What's the temperatures on it, it could be downclocking due to heat. Try blowing out any dust or debris that my be in the heatsink. If that doesn't work you may want to replace the thermal paste, I've heard that some Asus were pasted bad in the last few years.

First I would check if it is a heat issue at all. It will downclock if it's above 80c I believe.
