Question GTX 970 Fan Not Spinning after Replacing Broken Fan

My Zotac fan busted in my NVidia 970 and I couldn't find anywhere to buy a zotac replacement fan, so I bought something as similar as I could find: https://www.amazon.com/gp/product/B07F9TLDQ4/ref=ppx_yo_dt_b_asin_title_o03_s00?ie=UTF8&psc=1
It has the same pins and diameter as my old fan. Everything fit in fine during the replacement, but it doesn't spin at all, even during the initial startup. I couldnt manually modify the speed with MSI Afterburner, either. The two power ports on the top of the gpu are connected to the power supply. If anyone has any ideas, please let me know. Thanks
 
maybe the card powering the fan header anymore. Maybe the card itself is the issue and not just the fan.

Maybe you can replace the entire heat sink? Or put an AIO cooler on the chip?
The thing is, the old fan would spin. It was just so damn shakey that it would get caught on things and make a ton of noise. So, I replaced it, but the replacement wont spin at all. Not sure what could be going on
