GTX 970 vs R9 290x

Solution
If they're the same price and your PSU can handle it, take the 290X.

We have yet to see how much of an issue the divided VRAM will be in the future. Right now it's not much of an issue from what we've seen, but when games start exceeding 3.5GB things may change.

For performance, 290X hands down, it beats the 970 9/10 times pretty much: http://www.guru3d.com/articles_pages/nvidia_geforce_gtx_970_and_980_reference_review,1.html, plus if you play with VRAM hungry settings/resolution you have a full 4GB of VRAM at full speed. I have 2xROG Matrix R9 290Xs in XFire for my 1440p monitor and they are phenomenal cards. You pay less for more performance, the only downside really is power consumption is higher on the 290X and depending on the model they can be a bit loud (I personally don't notice it if I'm gaming).
