GTX 980 Ti Gaming 6G bottleneck/throttling problems

So everythings been running fine and dandy since I built the pc, except since I started using it yesterday I'm having terrible bottleneck problems (from what I guess anyway)
Playing BF4 whilst I monitored GPU-Z the load was at 100% was was getting only around 75fps compared to the usual 140+, GTA V was only getting 35fps on 100% load also, here is a provided screenshot of GPU-Z whilst playing BF4

I'm new to computing and am not sure as to what is causing this, if anyone could be of help id really appreciate it, thanks
 
the core clock is really low, it should be atleast 1000mhz or even higher when u have an non-reference card. same for the memory clock.

i have a 980 ti aswell but underload it is running at 1380mhz stock and the memory clock at 3500mhz.
this is what is causing the low fps.

also look at the temps, 46 C at 100% load. in order to achieve that with the normal core clock it has to be heavily watercooled.

long story short, its underclocked
 
I forgot to mention that the software that came with me 980ti (gigabyte) had an eco mode wich cuts the performance in half, and im guessing that that is happening here. it should be 1190mhz on core clock and 3305 on the memory clock
 


Okay, thanks for the reply! This may sound stupid, but how would I bring it back to stock? I haven't touched anything and on afterburner I've made a stock profile and applied it and it is still underclocked?
