Gtx 980 ti gta 5 settings?

My gta 5 settings : 1080p
everything on max
msaa: off
grass: high
Fxaa: on
advanced settings: off

This is the only way I get 60 fps...is that normal? Arnt these like 970 settings cause thats what I had before and it seems like my 980 ti didn't do shit.

Specs:
Evga z68 sli
16gb ram
i7 2600k @ 4.5
Gtx 980 ti sc+

Please if anyone can share some settings where I can at least put msaa on at 60 fps and also in nvidia control panel? This is killing me🙁

Oh and the game is SUPER choppy like even at 50-60fps. Idk what's wrong is this a bad card?

for 60fps (using gtx980) -

1440p or 1080p - ultra

You might have to drop some aa to get 60fps at 1440p

65,70 FPS in full hd 1080p
33,20 FPS in HHD 4K

all that fps was made with I7 4790K and 16GB RAM all on ultra, AA off...
