Gtx 980 vs gtx 1060 vs RX 580

I have a 1050 ti, and would like more power, i can find all of them at around the same price, which one will should i buy. My motherboard is an
intel h81-s2h-s2h

They're all roughly equivalent in performance, assuming the 1060 is the 6GB variant.

GTX 1060s, though, are WAY more power efficient.

Personally I wouldn't make that small of an upgrade. But if you must, it depends on the versions. 580 8gb and 1060 6gb would be my top picks. Depending on the budget, I may go with amd just because most new monitors have freesync and it doesn't cost more than a normal monitor. If it's not those, save your money.
