Gtx 980Ti not performing correctly

Last update: finally got it back and although on the Gigabyte website it says no problems were found with it, it can now play all the games it couldn't before, although i now believe it to have been some driver error.
Update: RMA'd it to gigabyte and after two weeks they finally updated the support page and said no problems were found with the card. Not sure where to go from here so later down the road i might try a different motherboard.

I'm experiencing low performance from my 980ti (http://www.amazon.com/dp/B013LDXMZM/ref=twister_B014AND8RO?_encoding=UTF8&psc=1). In games such as American Truck Simulator where i would not get above 25 fps in cities and barely above 30 in the much less graphically demanding areas outside the cities. Some games run better than others but it obviously feels like its not running to its maximum potential, especially after reading other peoples results with not as expensive cards (yes, i know about overclocking but the base clock should be enough to run most games at ultra on 1080p). This also comes along with some physical abnormalities such as the led's on the card not working at all despite what i search up. The fans on the card run so i know the card itself works. The card is at 74 degrees Celsius under heavy load.

I can provide diagnostics when i get home but for now this is all the information i can provide, will be open to any possible solutions before i attempt to RMA it. Thanks in advance!
 


Thanks for all the help but i tried in a new power supply and it didnt fix a thing, im getting it shipped out in a few days for repairs.
 
As a note/friendly advice for when your new card arrives:

Did you use/run OC Guru II for your previous card? If so, I'd ditch it and not install for the replacement one, as it's not the most reliable of GPU management programs and may even cause issues itself... MSI AB is probably the best out there and will also give you on-screen feedback on your GPU and even your CPU when gaming.

This is coming from personal experience... I had to RMA my first GTX 980 Ti Xtreme Gaming card. I believe it was a combo of bad hardware and OC Guru. The OC Guru would not save profiles, it would OC on it's own, down-clock, all kinds of odd things when I did not input these settings.

I just received my new card and installed MSI AB (which I used for my previous MSI GTX 970 SLI setup) and the new card is working an OC'ing like a charm.
