I have been playing GW2 for a while now and have noticed that when i am in a city or town the FPS drops from between 40 and 60 to right around 30. After seeing this over and over I decided to check out how much it is taxing my components. My cpu is only using 2 cores which is not as much of a concern to me as it is only using 50% of my gpu if that! I have a GTX 780 I mean this game should be going swell at 100 FPS no problem at almost all times I just dont get it. I mean I even have supersampling enabled on the witcher 2 just because I can and that game plays at above 40FPS!

Solution

GW2 is not optimized very well.

You are cpu bound. Your cpu has very weak cores even overclocked.

Your gpu is sitting idle waiting, which is why it's only using 50% of its power. Classic bottleneck.

I have the FX 8150 Overclocked to 4.5Ghz, 8GB of ram and running windows 8.1 but I also ran it on windows 7 and 8 and it made no difference.

See the problem might be that the guild wars 2 is an online game. In online games only settings doesn't matter, your internet speed too. And in the server is full of people and all the details are set on high the game have to lag, it is just a way with online games. Since i have not played the Guild Wars 2. Can you select servers in guild wars 2 if you can try a server with the least people in it see if that lags the game.

I am not sure but I do not think you can chose servers.

So try at a time when you think there will be least amount of people playing, that's the only thing i can suggest right now since you are only having a problem with guild wars. You said Wichter 2 ran fine on your pc although it is more system consumer, so the online thing may be your only problem.

Solution
Sorry to revive the dead here, but I just decided to try this game since building my first PC in forever. I'm having this issue, or similar. I've got an i5 4590 w/ hd7950 @ 1100/1300. I'm reading this game wasn't optimized well. I'm getting FPS drops with my CPU spiking to 80-90% while GPU is only using ~50%. With my HW, there really shouldn't be an issue with this game. I do know my MB isn't what I'd call good. It's a factory Dell Optiplex 9020 SFF board. It's got a weird 8 pin main power connector that I had to get an adapter for my 600w psu. So power throughput on the board is an issue. My GPU is stable at 1350/1500, but with this board I cant get anything over my current settings stable. I don't know if this can have any effect in CPU/GPU usage or not...? Anyone have any ideas?

Typically your motherboard does not or has little to do with speed of gaming unless the board is old and you just keep upgrading the cpu or gpu. As far as the game goes I never found out what the issue was it just happened to fix itself over the corse of a few updates.
