Question H11DSI workstation not starting

I have workstation base build:
H11DSI NT 0
128 RAM DDR4
2 EPYC CPU'S
PSU 1000W,I jumped the PSU,it's working.
Green light flashing indicating it's working,green light right side is on indicating the board or panel is functioning.
But when I press power it won't start.
