Had PC in Storage and does not run correctly

I built my PC in early '14 and recently had it storage for 1.5 years. It has been giving me a variety of errors since I recently started using it again and not running properly. Do you know of any fixes I can try for the situation written below?

Build:
OS: Windows 8.1 OEM 64-bit
CPU Intel i7 4700K 3.5 GHZ
MB: Asus Z-87-A ATX LGA1150
Mem: G.Skill - Ares Series 16GB (2 x 8GB) DDR3-1866 Memory
HD: Samsung - 840 EVO 120GB 2.5" SSD
Seagate - Barracuda 2TB 3.5" 7200RPM Internal Hard Drive
GPU: EVGA - GeForce GTX 760 2GB Dual Superclocked ACX Video Card

At first it would turn on but the red CPU light would turn on.Each time I restarted it, it would function differently: nothing would load, sometimes it would give me an overclocking error (I do not overclock it, it uses an Intel "K" model CPU), and one time it took over 30 minutes to load, then worked very slowly on my normal desktop. On that one time it began working normally, and even when I would turn it off and on and run normally.

A day later I accidentally unplugged it and the issues reverted. This time i went to my BIOS setting, trying this guide: http://sanuja.com/blog/how-to-fix-overclocking-failed-error. After I changed it to power saving mode and clicked on "advanced setting" the screen went black and the "Boot Device LED" was red, with no light on my CPU.

I have not found anyone who has had similar issues and solved it. Any help is much appreciated 😀

Probably an issue with the motherboard or something, or maybe the cpu

as the pc was in storage and the mb a few years old you may have a bad cmos clock battery. if it bad or weak your mb going to lose settings when the power off. make sure the mb has updated bios after the battery been replaced. if the cpu led light keeps turning on it can be a sign of bad power from the eps cable to the mb. when debugging your pc try one ram stick and onboard video see if it works fine. if you stored the pc where it gets warm check the mb and power supply for swollen caps or leaking caps. also look for bugs or dirt that could make bridges on the mb...try blowing the mb and power supply out.

There's storage, and then there's storage. In a house with climate control? in an attic with heat/cold cycles? in a warehouse or shed, with climate control or not?
The MB battery idea is good. Unplug everything and clean the contacts on the RAM and GPU with an eraser, new CPU thermal compound. Inspect the capacitors for bulging or stains on the top. Insects and rodents can chew wiring. Blow off any dust with canned air.
You might see if it will boot from a Linux Live DVD. This will eliminate HDD and software issues from the equation.

That is a lot to try. Do you think that could explain the strange behaviors? I can start from the bottom and see what happens

It was a climate controlled storage. I had the desktop in the original box too. I can't imagine any major damage being done from moving it either.

start with the cmos battery there 10.00 or so at walmart for a two pack. replace the battery and reset the bios to default. make sure the mb has the last bios 2103 on it from asus to rule out any bios bugs.

The problem with diagnosing this is that it shouldn't have any problems. CMOS battery "should" fix it.

I replaced the CMOS battery, yet the CPU red light still comes on - the mouse/keyboard lights don't turn on either. It is strange since I was able to get this loaded a couple times it's just inconsistent.

On first boot, it turns off and on then the red CPU light comes on. Is there any other combination of issues that could b going on?

I would examine all the capacitors on the MB for bulging end caps, or dark staining in the grooves on top. They can bulge and leak out the bottom too.

on asus mb if the red cpu light is on..the mb is missing the eps power. try a test power supply.

Has anyone had this issue when the PC inconsistently starts amd sometimes has the red CPU LED or the BOOT_DEVICE_LED?

The PC Is now working, but I think it is temporary. When I try to go to "advanced settings" in BIOS, it crashes. At that time the BOOT_DEVICE_LED came on.

I have blown the air off the MB, and have looked at the hardware, no issues there. Everything seems to be running. I just can't get it to be consistent and am horrified it won't be working when I restart the computer.
