had this issue since upgrading to windows 8.1 (top and bottom of video)

I have had this issue with windows 8.1 when watching video online (doesnt matter the source) when using google chrome (FF doesnt have issues)

the top and bottom of the video are basically frozen...

I prefer using chrome over firefox so I would like to resolve this issue

Im rather stumped myself...

specs
amd phenom II 1090T (6 core)
gigabyte ga-880 udh3 (I think lol. its 880 chipset)
8 GB ddr3 ram
XFX radeon R9 270X
OS is on a 60 GB ssd
windows 8.1
chrome Version 32.0.1700.76 m

I would think this has to do with aspect ratios being incorrect.
(file indicates 16:9 aspect ratio but is actually 4:3 or the other way around.)
look to see if you can change a tag or force a different aspect ratio in your browser.

Issue is its not a video I uploaded, and it doesnt matter if the video is 16:9 16:10 4:3 5:4. (and again I cannot replicate this in Firefox

I did some playing around with chrome settings. If I turn off hardware acceleration it fixes it (at the expense of video quality though) so I reverted it back.

This isnt a solution. Intel HD4000 now that I've upgraded to 8.1 is sending 1080 x 1920 60 P but with an indicated aspect ratio of 4:3

I've had a devil of a time the past couple days after upgrading. I typically run three displays. one native, one USB, and the third HDMI. This is on an HP envy D7 which has an NVIDIA GT650M..

I had to downrev the intel driver to a relatively older version since the latest causes the device driver to error 43 (crash).. From my perspective - this 8.1 version is a disaster.

There is also much forum confusion regarding this particular problem, where people mistake this as an overscan issue.. If your HDMI TV monitor has an info screen - ut will show 4:3 instead of the proper 16:9.. This problem developed directly as a result of something in the Win 8.1 upgrade
