Question Half the time, my new PC has high input lag/sticking, terrible frames, and stuttering

Here is my build. I’m at 1440p 165Hz.
Some other things: my GPU basically never runs over 85%, my CPU never runs over 50%, and I don’t get more than 195W to my GPU.

I’ve had the input lag/sticking in several different games. However the frames and stuttering problem has only been apex. With frames it says I’m getting >200 but it looks like 40, and sometimes I get stutters every like three seconds.

AND THEN the other half the time everything runs perfectly at max graphics/frames. I can not figure out any reason to it.

I’ve tried disabling g sync, v sync, every sync, I’ve done every power/performance setting I can find. I’ve updated my drivers. I built this two days ago as my first and I’m just sad and frustrated lol. Any help would be much appreciated.

to have a look what the problem could be:
run userbenchmark.com and post the http link of your result, e.g. https://www.userbenchmark.com/UserRun/28977730
Since half of the time everything works fine it's extremely unlikely that a benchmark is going to show anything wrong. At the most it is going to show numbers that are going to be a little below normal which is not going to tell us anything.

Run your games in a window and have task manager in the background/on the side to try and see if the stutters corelate with anything running, using up cpu ram or disk etc, at that time.

I know it isn’t helpful to hear this but I’ve done it and I can’t find any correlation with it.

if you don't wanna run this benchmark, please provide more data manually
bios version
driver versions
gpu vbios version
temperatures of gpu and cpu
frequencies under load from cpu and gpu and ram
hard drives' brand model names and firmware version
Sorry, I can run it later today when I’m home from work.

There it is. When I got home, I loaded up Apex and everything happened to be working smoothly this time (remember my problems only happen sometimes and I can't find the pattern), so these are the results for a good run. I can run it again when my problems start again.

I suppose a problem is that it says "missing SSD". But like... I do have one. Maybe my settings aren't using it right? Idk
