Hard drive locks my BIOS (can\'t boot off CD-ROM with HDD inside)

Hello,

What software do I need to make a hard disk drive or CD to run or boot from. Looking for a free software out there that is capable of doing that.

We need a lot more details about your PC before being able to offer advice

It does not look like a software issue.

Hard Disk & DVD on Serial SATA or Parallel PATA (=IDE = ATA)) cables ?
(2 devices on one ATA cable needs correct jumper settings on hard disk)

what is boot order in BIOS ?

Do you have an operating system on Hard Disk ?

is this a new build ?

did it ever work ?
