Hard Drive Permission Issue

My old hard drive stopped working. I connected it to another computer to try to recover the information, but it says I don't have permission to view the files. How can I give the new computer permission to copy the files from the hard drive?
 
Hello. This maybe an old thread, yet, it is still one of the stop search results. So I will post my fix for a similar problem. My issue was that I kept getting permission errors when installing software and video games on my secondary internal hard drive "Program files folder". The fix was quite easy, although there is a little catch.
Right click hard drive ->Security tab-> Click "edit" to change permissions.
Now look to see if your user name is listed. If it is not, that is your problem. If it is, check to see what permissions that have been checked. I usually just click "full control" and be done with it.
If your user name is not listed then click Add -> Advanced -> then search for your user name by clicking "find now"; highlight your user name ->click okay; check "full control" under permissions then hit Apply.
The catch was I could not add permissions for my "programs files" folder but I could add permissions for folders within the "programs files" folder. Freaky I know. But the steps above helped me install the program.

And to install applications to a secondary drive, you do NOT need to use a folder called "Program Files". Especially if that was from a previous OS.

The target folder can literally be called anything.

All that permissions stuff is irrelevant and not needed.
