[SOLVED] Hard Drive Slow But Quiet

So I have this old Hitachi drive from 2008, its been in a pc from storage and is super slow. It is super quiet and doesn't have any audible noises besides the hum of the spinning. Though, its super slow. Booting time can take up to 2 minutes with nothing installed on the drive except OS. Opening a program can take up to a minute, and it is non-stop 100% disk usage, just stays and does not even drop 1%. Even after minutes of idle. Just curious as to what could be causing this?

Check in task manager which process is using your HDD the most.
Alos download HDD sentinel and check your HDD Health and Performance.

Hard Drive is probably going bad... Health signs of a dying drive. Run a diagnostics test via 3rd party software on it.

I used a few programs before and they all said it was healthy. System process uses it.

So the drive actually failed to turn on once when I restarted the pc, it said 'DISK ERROR'. I had to restart the pc about 3 times for it to finnaly boot, upon booting it took over 20 minutes as after logging in the screen was black and nothing was happening. I'm going to go with this drive is failing.
