Hard drive will not stay off reboots after a few seconds?

After I shut down pc re-starts after a couple of seconds, can you tell me how to correct this?

I close all applications on pc, then click on start button (left hand bottom screen) then press 'shut down tab

right, and after pressing shut down tab what do you press in the dialog box that comes up?

Is your computer connected to a local network besides internet? like for printer sharing etc?
