Hardware problem diagnosis for hpw1907v lcd monitor

Good Afternoon, I am a silver haired wrinkly and new to computers. I may have two problems with my HPw1907v flat screen monitor. When I move the mouse up or down an information page, the text wobbles as if there are separate pages as the mouse moves over the headings or the page can't keep up with the mouse. There is also a popping noise from the rear of the monitor when the display appears after waking the computer.
May I also ask what the four buttons do at the bottom of the monitor.
