Haswell i5-4590 possible bottleneck?

i5-4590 Haswell
GTX 980
Gigabyte G1 Sniper B6
EVGA 750W PSU

Issue:
GTA V, stuttering/frame drops
Been searching online and haven't found any solid answers. I understand that this was an issue when GTA V was first released however, since latest patch Rockstar claims this should be fixed. I have tried everything from lowering graphics to normal and still experiencing frame drops. GTX 980 will hold steady 59-60 however, when driving FRAPs will show 35-45 randomly usually when driving through city. Did a lot of research on CPU and GPU and was told these two will not bottleneck. I've been running HWiNFO and notice CPU is really getting used, almost always 90% usage on all 4 cores. All drivers updated, possible bottleneck issue or GTA V issue?
 

I highly doubt an I5 is bottlenecking. Gta V is a new game and others are reporting Graphics issues with just that game and no others. Likely a GTA problem not hardware.

From what Ive heard the Upper tier i5s still dont bottleneck
 
It's not the hardware. GtaV has been plagued with a ton of issues, there have been people with 8-16gb of ram, oc'd 4790k i7's and the gtx 980 suffering frame drops. They've already released a number of patches for it, may just have to keep patching it and checking back for the newest updates. It would be nice if these games were actually ready to play when they got released, people are so eager for them and pay top dollar for a brand new title only to get a glitchy beta version until they release enough patches for it to work properly.
 

Thank you for the reply sir. I agree, take the extra time needed to release a stable version. Was just really worried seeing my CPU being almost maxed out when playing this game and getting the frames I am. Spend $600 on a GPU and get these crappy results, ain't nobody got time for that. Lol
Back to GW2 for now until new patch :)
