Have some mouse issues

Okay so this has happened to me about 2-3 days ago. I've played Rainbow Six Siege and it's been working perfectly until my mouse being a bit jittery and stuttering a lot in multiplayer. At first I thought it was my wifi since I had bad lag and when I played the situations the stutter didn't happen however when I went back to multiplayer I was still getting mouse stutter/lag with about 24 ping. I decided to play Overwatch after that and I realized that playing Quickplay also made my mouse stutter/lag and I started to worry but the thing was this problem didn't happen when I played 3v3 in Overwatch. I've tried plugging the mouse in a different port, reinstalled my drivers, and also scanned for viruses but it still is giving me trouble. I have found some sort of solution by capping the fps but I still have some mouse stutter. I have a Razer DeathAdder 3500 (2013) and I have a GTX 1060+Intel Core I5 6500 and get around 100 fps in Rainbow Six Siege (Ultra Settings) and get around 130-160 fps in Overwatch (Ultra Settings). This has never happened to me before and I'm really concerned by my PC.
 
Solution
A program (i.e., Overwatch) should not use up all of a resource (CPU) to the point where the program's/computer performance lags. There is some bug or programming issue involved. Or the host computer may not meet all of the required specifications.

What you may need to do is look at all of the programs etc. being launched at startup. Once started, closing them after the fact may not free up or release the resource as should be expected.

Disable what you can from startup. See if CPU useage improves when Overwatch is run. If so start adding back programs to "start up" - see if one program or another triggers the lag. Then check the resources accordingly.

Takes time. Be methodical and watchful.

Afterthought: if you are able to...
Use Task Manager, Resource Monitor, and Performance Monitor to see what is going on during gameplay.

Look for any processes or services consuming and undue amount of CPU, Memory, Disk Activity, or Network activity.

Test the mouse on another computer. See if the stuttering problem follows the mouse. Likewise try another mouse on your PC.

Need to narrow down the possibilities.
 


I saw that my memory was a bit high at 32% when I had Origins, Steam, and Battle.net but when I closed them I still had lag so I ruled that out. My CPU usage was high but I'm pretty sure Overwatch uses all your CPU/as much as it can. Also no it's not the mouse because I tried it out on another computer and it didn't happen+used a different mouse on my PC and it still happened. Everything else is normal and not really overused.
