Question Having a really strange bug when tabbing out of fullscreened applications.

So when I tab out of full screen applications, occasionally all of the windows seem to run at like 3-5 fps, but for some reason, mouse movement is still perfectly smooth. The only way I'm able to fix is this by restarting my computer. I check event viewer when it happens, but there is no event indicating a problem.

Hardware:
Ryzen 5 5600X
32gb 3200mhz 2x16
B550i AORUS PRO AX Motherboard
Radeon rx 6750xt

Windows/Driver info:
Windows 11 pro Version: 10.0.22631 Build: 22631A
GPU Driver Version: 23.30.13.03-231122a-397541C-AMD-Software-PRO-Edition
AMD Windows Driver Version: 31.0.23013.3005
 
Instead of Event Viewer (or Reliability History/Monitor) which focus on error codes, etc.. try Task Manager, Resource Monitor, and Process Explorer (Microsoft, free).

Use all three tools but only one tool at a time.

Boot up and open the tool window and leave the tool window open and viewable.

Work as you normally do and observe system performance.

Watch what changes when you tab out of full screen applications.

You may need a second monitor to keep the tool window visible while working with full screen applications and tabbing out thereafter.

Objective being to discover what Windows is doing or trying to do during the tab out process.

Another option would be run "dism" and "sfc /scannow" to find and fix some possible buggy or corrupt file.
