Computer not booting, only power cycling

This happened a week ago and I couldn’t get it to work using any responses.

Now, I switched out the mother board with a different one, a MSI B450-PRO. Right now I am bread boarding it and I got the same issue. When I turn it on it lights up then powers off. PSU game spins, CPU fan spins. The EZ-DEBUG light for the CPU comes on but it doesn’t get past that light. The ram doesn’t light up though and I’m just not sure. I tried the stuff I had did before. Moved the ram to the different channel and tried it with out the CPU in it. I also tried the ram in a different computer and switching out the CPU with a Ryzen 5 1400. I’m at a lost and don’t know what to do. I just want to get it working and idk what I’m doing wrong. Another thing is that when I turn the PSU on I don’t press the button on the top of my case but it try’s to boot. Idk if I wired it wrong but the front button on my case doesn’t turn it on, it just start when the cpu is turned on. Is it a bad PSU?

Solution
I finally got it! So the problem was that my bios wasn’t updated. I used the flash bios to update my bios and then just had to unplug and plug my gpu back in. Thank you though for the help!

Just switched out the PSU for a 650 PowerSpec. Still the same issue. CPU?
