Question Having Problems With Rust (low FPS) ?

Hello everyone, so I'm having an issue with Rust which is something I completely don't understand. I'm getting about 30-60fps when I know I should have well above that. I have nothing open but Rust, nothing is downloading and all that's running is the game itself, but for some reason I can't run it whatsoever. It's even on the lowest graphics possible and I'm still having performance issues. I have all the drivers for my graphics card and everything is up to date. There's nothing else I can think of can someone please help me. Here is my system:

GPU: GeForce GTx 1060
RAM: 24GB
CPU: i5-4670k

There is something else I remembered. I can't remember how long ago this was but I remember I once removed my CPU for some reason, can't remember why, and when I put it back I forgot to add Thermal paste and I think it was laying around like that for a long time, I'd say over 6months at least. Would this have an effect on my whole system, even though it's got nothing to do with the graphics ?

My PC never randomly shuts down & everything else is fine. Let me know, thanks

Whilst playing Rust I get around 70°C temp, I'm guessing that's a bit too high for what kind of graphics I'm using. I'm probably going to end up buying a new cpu, if you have any suggestions it would really help. Or maybe I could just add on some new thermal paste?

Have you not applied thermal paste since you realized you didn't put any on? I would try correcting this first and see how your computer runs... Clean the old paste off first and then apply the new thermal paste.

I did apply the new thermal paste after I noticed that because my friend started laughing at me lol. I've just applied some fresh new thermal paste and it's gone down to 60°C but that's still not right in my eyes
 
I'm thinking of buying the Ryzen 5 2600, it's relatively cheap and affordable for me, this is my motherboard B85M-G43, is it compatible or would I need to get a new one and which one would you advise, I'd need one with 4 RAM slots, I've looked online and I'm thinking of getting the B450M DS3H or the B450 Aorus PRO Elite or even TUF Gaming B450M-Pro S
