Having really annoying graphic issues.

I've been having graphic issues while trying to play high end games and watching videos online.
When watching videos on netflix, youtube, and even cut scenes in games, flashing squares appear.

Games like Fallout, Skyrim, and Shadow of mordor are unplayable.

I was wondering if this might be just a monitor issue or maybe my graphics card.
I have a GTX 770 so I should be able to play these games with ease. I built this PC just last December so I'm really hoping not to have to buy another graphic card so soon.
This has been happening for about 2 months off and on.

Thats memory clock issue if im not wrong.. reduce the memory clock to avoid this happenning.Probably just overclocked a bit too much,drop like 100-150MHz and you'll be fine.

I've never messed with overclocking before but when I did check with PrecisionX 16 the memclock and gpu clock were extremely high so I set them back to default, and this fixed the problem for about a week. Now the issue is back. These problems first began happening when I got back from vacation in july, my pc was left unplugged and wasn't used for about 3 weeks, could this have caused a problem with the card?
