HD 7950 Desktop Flickering, Need Some Feedback

So I've got a Sapphire HD 7950 w/ Boost (all software is up to date, I've made no changes to any settings, Windows 7 64) and while on the desktop I'm getting some screen flickering. It happens very quickly and manifests as a screen "shake;" black lines shoot across the entire screen and distort everything. It happens for a fraction of a second.

It also only seems to happen when I am actively doing something such as typing text or scrolling a web page. However, it does not happen every time nor in any predictable manner. Since it happens when changes to the screen are made this makes me think it is an issue with the card's changing voltage/speed. So far no problems have been observed while running a game.

Does this sound like a hardware issue where I should try to RMA the card? Or is it more likely a driver/settings issue?

Couple of things you can try ..

1. Check the monitor cable is properly secured at both ends .. try a different cable or dvi connector if possible

2. Maybe just have a glance inside the case when your power off and make sure that pcie slot is free of any dust and everythings connect and nothings loose

3. And if you havent already.. I know you said latest drivers but update to to catalyst 13.10 beta

Have you overclocked the card??

Unfortunately I don't have another DVI monitor to test this on, but any chance it could be a conflict with the monitor? It is running at 60Hz.

The day I finished this build I had it hooked up to a 50'' plasma through HDMI and didn't notice any flickering.
 
your running a 7950 so assuming that your monitor only has a VGA input your graphics card is going to have a DVI connector connected to the vga cable at the back of your pc .. try replacing the DVI connector I recently had this issue on an old PC at home. I got a new connector with a new graphics card i was planning to crossfire replaced the dvi connector on the old pc with the new one and the flickering was gone .. although mine was a little more far gone it was flickering with lines and flashing blue purple and green aswell haha

chances are since you already said you had it hooked up to a plasma and there was no flickering that its either your monitor or DVI connector.

I asked if you had overclocked the GPU if you haven't then the problem is more than likely one of the above but if you have bring the card back to its normal stock state and if there's still no change do the above

if that still doesnt fix the issue then its time to consider changing some other settings on your graphics card but leave the complicated stuff to the end.
