HD7750 Can I Run It?

Solution
I highly recommend a Corsair CX 430 PSU. It's cheap and reliable. You could use it for future upgrades too. It's also 80+ bronze certified , so you would save some money in your yearly electrical bills
The HD 7750 requires a 12v rail and 20 amps , but your PSU's 12v rail only has 14amps , so I dont think it'd run safely.

And I think your CPU is going to bottleneck your GPU . You'll definitely have to upgrade your CPU for the HD 7750 to unlock its full potential.

Do keep in mind that the GPU is not the only factor that's gonna improve your game play.
I highly reccomend you to upgrade your RAM from 2 GB to 4 GB. Same goes for your CPU , upgrade it.

If you're ready to upgrade your CPU , simply look out for a LGA 775 CPU from Intel. But these CPUs are pretty old and so they'd be quite dificult to find , so if you don't want to buy refurbished used parts , then upgrade your WHOLE system. It's a sad sad system.

You might be on a tight budget but don't you agree with me that safety comes first ? This PC wouldn't last long and your PSU isn't 80+ certified , so it's not efficient. That would affect your electricity bills.

Take my advice or leave it.
