Question HDD is disconnecting and reconnecting rapidly ?

so, this is my 3rd RMA HDD. and the same issue. it doesnt appear on device manager,even if it does, it comes and goes every 5 seconds. and all of the hdds also had a clicking issue. i used every single sata port. changed the cable, still nothing. when i changed the cable. it didnt even show up in bios. it only shows up with one cable. i spent 6 hours yesterday trying to find what is causing this. but alas i have no idea. i would be veery glad if any of you can point out what might be causing this. because im going insane as i file out my 4th RMA.

my system is this:
CPU: Ryzen 5 3600
Motherboard: Asus B450 M-KII
Ram: 2x8GB 4200MHZ
GPU: Asus Strix 3060TI
PSU: Cooler Master MWE 650 bronze

STORAGE
1x Samsung 980 Evo 250gb
1x Western Digital 2tb 5400rpm wd20Ezaz

Have you tried different SATA power connectors in addition to the different SATA data cables you originally indicated? Both must be connected and properly attached (and working).
