Question HDD turns on fine but isn't recognized by Bios nor Disk Management

I have a Seagate ST1000DM003 1TB desktop hard drive. It turns on fine and there is no weird clicking noises. Its not detected in the bios and its also not detected in Disk Management on a laptop. I have another HDD that is recognized in both bios and Disk Management. I don't think its the cables because the other HDD worked. Is there anything I can do to fix and/or recover my data? Thanks in advance.

Yes I felt the drive slightly vibrating and the initial noises. I've listened to sounds of failing hard drives on https://www.datacent.com/hard_drive_sounds.php and none of those sounds could be heard on my HDD. Other than the vibration and the initial platter sounds, nothing sounds wrong with it. I think it could be the PCB though I'm not sure. I was installing the Ubuntu operating system and the computer was restarting.
