Question HDD turns on fine but isn't recognized by Bios nor Disk Management

I have a Seagate ST1000DM003 1TB desktop hard drive. It turns on fine and there is no weird clicking noises. Its not detected in the bios and its also not detected in Disk Management on a laptop. I have another HDD that is recognized in both bios and Disk Management. I don't think its the cables because the other HDD worked. Is there anything I can do to fix and/or recover my data? Thanks in advance.

Do you feel the drive spin up ?
There should be some initial noises, clicking when the drive first powers up and moves the heads to read the configuration info on the platters, Do you hear that?

Yes I felt the drive slightly vibrating and the initial noises. I've listened to sounds of failing hard drives on https://www.datacent.com/hard_drive_sounds.php and none of those sounds could be heard on my HDD. Other than the vibration and the initial platter sounds, nothing sounds wrong with it. I think it could be the PCB though I'm not sure. I was installing the Ubuntu operating system and the computer was restarting.

Are the sata ports, esp the one this drive is connected to, in AHCI or Raid mode?

The Sata ports are in AHCI mode. I tried changing the mode to RAID and Native IDE but the drive still was not detected.

I'm also thinking it could be a firmware issue according to this: http://www.datarecoveryspecialists.co.uk/blog/firmware-bug-on-seagate-hard-drive
It looks like my model number of drive (ST1000DM003) is affected since the firmware is CC4B.

Guessing I'll need to buy this: https://www.amazon.com/FW-FXR-Firmware-complete-compatible-Barracuda/dp/B00QO6MU4S to flash new firmware to the drive.
