HDMI not working, but VGA is?

This problem has been going on for a while, it was present on my GTX 950 and now my GTX 1060 has the same issue. When I try to plug in both monitors, one always works while the other does not. One is plugged in using a VGA cable while the other is using an HDMI cable. They used to both work, but then one day the HDMI one suddenly stopped.
When I plug in the VGA cable on either one it works, while the HDMI works on neither. I have tried multiple HDMI cords and multiple monitors and nothing works. I am thinking this is a software issue. However, all of my drivers are up to date including my Nvidia display driver. I am also sure that I am plugging the cords into the graphics card rather than the motherboard (my motherboard does not even have an HDMI or VGA slot).
To recap: the problem does not seem to lie in the monitors, cords, or the display ports on the graphics card itself. The monitors work fine with VGA but not with HDMI.
Any help is appreciated, and thanks in advance!
 


Okay so I did this with only one monitor plugged in with an HDMI and the windows start up logo displayed as well as the BIOS, but after that it just said there was no signal again. Any ideas?
