I think it depents the motherboard brand, model and bios configuraton. Desktop PCs in general have more heat tolerance than laptops.

This is the CPU section, this should be posted in the Graphics Card forum.
And the max temperature for each graphics card varies, but they all have a maximum temperature before it either fries for shuts down the system.

I'm running a 660 sc on a m5a78l. when it reboots it keep saying anti-power surge protector activated

That is usually more of a power supply problem, not always, sometimes it is the voltage coming into the power supply.
What model power supply do you have?
Do you have a UPS or surge protectors that you plug the computer into?
