Help! $550-$600 Gaming PC

Can some one please build the best PC in the $550-$600 price range. I would like to be able to do a good bit of editing and play most games on high settings, 60fps, 1080p. Games I would like to play: Modded Minecraft, ETS2, Battlefield Hardline, Arma 3/ DayZ, H1Z1, Sims 4, GTA V, Witcher 3, and anything in those categories. Please include a 21 inch- 23 inch monitor in the price. Windows 8.1 please.
