Hi so when I play GTA V my CPU is always at 90-100% but my GPU is only hovering at a super low 30-40% usage
I've tried verifying my game but nothing works, I only get around 40-50fps when I should be getting a lot more, right?
I've read an article about it and it said something about XMP. PROBLEM ONLY HAPPENS IN GTA V***
HARDWARE SPECIFICATIONS:
GTX 1650 4GB GDDR5
i3 9100f
8GB DDR4 2400Mhz (Single Channel)
GIGABYTE B360M GAMING HD
EVGA 450 BRZ
WD BLUE 500GB SSD

No change in performance with graphics settings indicates its a problem with your processors performance. It simply isnt keeping up.
Crank the settings up since it performs the same as low. At higher settings and resolution the game will actually put more load on your GPU than CPU, which is better for you.
I would get on fixing this first. Get at least a dual channel.
Your processor is a 4 core 4 thread, and you are trying to game at 2560x1080 on a GTX 1650, which is not really suitable for that resolution.
but I can run any other game perfectly on 2560x1080 (Modern Warfare 2019, R6 Siege, Fortnite, CSGO) on MEDIUM/HIGH settings and I get about 60-80fps while still maintaining good usage (90-100% CPU and 90-100% GPU)

So it's only a GTA 5 issue? Try setting your in-game video settings to DirectX 10.1 and turn Grass Quality to Normal. Try turning off AntiAliasing or setting it on FXAA.

I would still get on fixing the RAM, single channel is not good at all and tremendously hinders your RAM efficiency.

That benchmark is worthless as it stands since you have high background usage during the test, skewing the processor results.
Try again after closing anything else running, it should be under 5%, not 25%.

As for your performance, Im not surprised. GTA V is very demanding on your processor.
Do you see any sort of change in FPS when you change graphics settings?

Nope no fps change unless if I drop the resolution super-low obviously
nothing changes even if I change the graphics settings
