[SOLVED] Help! Distorted Images on screen

So I am experiencing issues where pixels/pictures are uneven. It's kind of hard to explain but if you look at the picture you can see in the shield bar that the 50 in uneven and over to the right of the picture the numbers under the wood material count are uneven, and so are some numbers under my net debug stats in the top left of the screen. My friends are not having this issue. I do not know what is causing the problem or how to fix it. This happened with my last monitor and my new monitor which I received yesterday. Can someone help me?

I am using a Nvidia RTX 2070 Super GPU
i7 9700k CPU

Is this an issue that only affects games ?

As far as I know it does not impact gameplay only visuals. However, it is rather annoying considering I am the only one experiencing it. It might impact gameplay though? what if the distorted imaging impacts enemy/ targets? It could impact aiming or other several factors that I am not aware of.

It's also alarming to me because it makes me wonder if something is wrong with either my GPU or other components to my PC. I am new to PC building and built this rig from scratch for the first time. If something is wrong with the GPU or any other hardware I would want to fix the problem now rather than let it progress

And I have not noticed it during web browsing or watching youtube/twitch so yes it seems it only affects games.

Also, when I am on Kovaaks Aim Trainer some of the tiles/ tile lines seem to be blurry/fuzzy in one corner. It's not fixed on one position of the screen though because when I turn my character left/right the blurry section (on Kovaaks) is postioned on the same part of the map. So that tells me it's not a monitor issue either.
