If you go with i5-4460 then you're getting DDR3 RAM that usually runs at speeds of 1333 Mhz.
With i5-6400, you're getting DDR4 RAM that runs on speeds of 2133 Mhz.
While DDR4 is more expensive than DDR3, the speed gain is also quite considerable.

Note: Z170 chipset MoBos are for the OC of the K-series CPU. Since your CPU is non-K, there isn't much point going with Z170 chipset. Go with H110, B150 or H170 chipset instead.

I'd go with i5-6400 build. It's much newer and it uses much faster DDR4 RAM. Add the GTX 1060 and you're playing today's games @ 1080p in high/ultra settings with 60+ FPS.

With nonK CPU he can always get a B150 or H170 Hyper with BLCK for overclocking... 😉
 

8GB of RAM is enough for most games. Also, you can always add more RAM easily.


You can't OC the non-K CPU with B or H-series MoBo. For adjusting baseclock timings you'll need Z-series MoBo and also faster RAM than 2133 Mhz (3000 Mhz is suggested). And that is not all, you also have to downgrade your BIOS to the version that did allow non-K CPU BCLK timing adjustements.

With BCLK OC, you can damage your CPU since it wasn't designed for OC. For example, fiddling with BCLK timings will disable the CPU temp sensor and also the CPU turbo boost feature. Without CPU temp sensor, you can't tell if your CPU is overheating due to the OC and you may end up frying your CPU all together.

That being said, i don't advise that you OC your non-K CPU. It's just not worth it.
If you want to OC the CPU, get i5-6600K with Z-series MoBo.
