Question "HELP" GPU blinking but the computer not turning on

Hey Guys.

I have bought a new PC parts recently to upgrade my GPU and CPU and power supply once I put all in together it doesn't post but the GPU is blinking in white very fast, yet I don't know what that means.

SPECS:

CPU: i7-9700

MSI: Z370 TOMAHAWK

RAM: Kingston Fury 32GB

GPU: ASUS rog RX 5700XT

PSU: Corsair RM850

Already updated to the latest bios that supports 9th gen

Well, I did that before and still nothing and after that I tried to put in GPU and it show's blinking.

put the old cpu in and test it again. might be the cpu not working
next time. change 1 thing at a time

yep all of it, I tried with my old rig with i5 with RM850 and i jump started it with the screwdriver to turn it on but still not posting or no light from the motherboard

usually my motherboard work without a CPU only in bios so I'm thinking the PSU but what does white lights blinking mean?
