Question [HELP] GPU usage randomly spikes to 0% usage, stutters for quarter second.

Hey all,

After trying to update my Windows version, getting the stutters, and then reverting Windows versions again, my GPU continually drops to 0% usage on idle (no open applications), will freeze for a quarter of a second, and then resume again.

I've tried all the power options via NVIDIA Control Panel, tried looking at performance using GPU-Z, and looked at performance using perfmon. The CPU performance seems to minimally spike when the stutters occur, so I don't think it is a CPU issue.

I've updated my Drivers to the latest version already too, tried SFC /Scannow, in case of a bad system file, and CHKDSK. My only other guess is to update my BIOS version.

Thank you!

Perfmon: GPU / CPU

Specs:

Motherboard: B560DS3h AC-Y1, F4

CPU: Intel i5-10400F

GPU: Nvidia RTX 3060ti

RAM: 32GB

Hi, just wanted to ask if it would be more worthwhile to test a new PSU first or a new GPU.

I understand my current PSU doesn't meet the recommended for the graphics card.
