Question Help I might have been fooled.

So I recently bought a brand new HP 15-da2017tu laptop which has an Intel i5-10210u processor. The problem is, this processor has a base clock frequency of 1.6Ghz and a max turbo frequency of 4.2Ghz but, my laptop says that it has a max turbo frequency of 2.11Ghz only!
Please help me understand this. Have I been fooled by the shop? I am unable to insert a picture here it tells me to post a URL
 
Download HWInfo And tell us what the CPU really is and not what they said it was
 
Control Panel > System > Intel(R) Core(TM) i5-10210u CPU @ 1.60Ghz - 2.11 Ghz

Head back to Control Panel, go into "Power Options" and set the power plan to "High Performance". Does System now show the correct maximum turbo speed?

Task Manager is a better place to check for the current CPU frequency so right-click the Task Bar, choose "Task Manager" -> "Performance" tab -> then click on CPU in the left-hand pane. What does it show for "Speed"?
