You better take the be quiet! Dark rock pro 4. It's good silent cooler.
But still no extreme overclock.
You need water cooler for extreme overclocking, which I don't recommend, because it can leak and destroy your whole pc.

I was recommended that cpu cooler by my friend too, he has it in his build and the highest his temperature has gone is 67.

Btw the 2060s is a good gpu for 1440p. If you want rockstable 144fps you will have to decrease image quality at some point anyways.

Playing on low is not a pleasant experience, but 100fps should be doable on medium.
