Hi, I'm looking to build a new gaming PC. I am in the US and near a Micro Center if that helps. My budget is around $1500 - $2500. I want my system to last me for at least a few years if possible. Looking for parts that are "value parts" and not something where I spend extra $500 for minimal performance increase if that makes sense. I had someone suggest a build like this. Can anyone suggest builds for me? I already have a PC case, gaming monitors, and all peripherals.

Slinging builds as opposed to what? I personally wanted to get a couple out there because the money was much better spent on our suggested parts lists than the OP's initial parts list. I would rather put a good list out quick before someone jumps the gun and pays for their less optimized list before getting feedback on it. We are also not "seeing what sticks." I carefully make all of my lists, as does @Why_Me. As long as I have either a point of comparison/budget, or a resolution and monitor frequency and game type to go off I can put together at least a starting point until more information is presented about requirements.

Make sure to let us know if there is any apprehension regarding any particular mentioned parts, building and setting up the PC with an OS, or any other such relevant questions! We may be slinging builds, but that is because, at least in my case, a build was provided that was not optimal. You wrote above that you are targeting 1440p and 240hz. I assume that you want that kind of performance in the builds we provide, and all of that above builds will do about as good as they can within the budget.
Back in the day it was routine to get a dozen or so build threads on here in a single day when this board was active and you're doing exactly what's needed for a build thread. You're helping to improve upon someone's budget after getting the needed info such as primary uses, resolution, etc ...

If you are planning on reusing your case then knowing what you have is fairly important.

There's only two other things that I think are important for getting the right price balance:

Do you tend to lean towards maximum graphics or frame rate?

Is upgrading something down the road an option or do you want to basically set it and forget it?

As for the 9070XT vs 5070 Ti my personal view is if the price difference is 10% or less go nvidia otherwise AMD.

edit: for generic builds I put together a bunch around 4 weeks ago here, but this seems like a circumstance where with more information we could really narrow in on the right build.

Thanks for the recommendations. I'm going to look into a bit more and come back with questions if I have any.

With tariffs and China being mentioned in the post, I'll show what we Chinese can get with $1500 (equals to 10000 CNY):
TypeSKUPrice
CPUR7 9800x3d2999
MOBO Maxsun B850M Terminater-PRO799
RAM龙武·弈 6000c36 16Gx2 Changxin-Die
They have loose CL but tight other timing, which results that they get the same memory latency&bandwith of 6000C30 Hynix A-Die.
499
SSDKIOXIA Exceria G3 1T369
GPUYestone Gaia 9070xt(samsung VRAM guaranteed)369
PSUDeepcool PQ1200P
COOLER Deepcool ag500, replace the fan with 风尊t30 fan120
CASEGolden field 简誉·昊99

Total: 10323 CNY (1434 US Dollars)

I have a Fractal Design Meshify 2. I tend to lean towards frame rate more when I'm playing competitive first person shooters but do try to push the graphics card when I play games like Wukong or action RPGs. I am totally open to upgrading sometime down the road if necessary.

Those are great prices ^^ I would size up on the SSD (2TB), change up to a set of CL30 RAM and look at a dual tower cpu cooler such as the Deepcool AG620.

In China, we hold the idea that dual tower cooler with "monolithic copper bottom" is not better than "heat pipe directly touch" when you are using a Ryzen CPU with only one CCD, so switching to AG620 is not that popular in China.

Switching the RAM to CL30 doesn't make the PC performs well, as the CL36 one is made up of Changxin's memory die, which has tighter other timings. The most important is that A-Die is currently around 900 CNY, almost twice the price of it. People may pick 24Gx2 M-Die instead.

2TB is great!

China has it wrong then. It's been proven time and again that coolers with a base plate do better with AM5 cpu's vs direct contact coolers.

OK I've remembered the wrong conclusion😉

The actual conclusion is, with replacing AG500's origin fan with a more powerful one (for example, coolmaster mobius, but this one is too expensive ), it can cool single CCD Ryzen CPU down with only half the price of dual tower coolers.

Personally I hate these dual tower coolers, especially AG620 digital. It has 6 cables to connect and it's extremely annoying. I hope that there will be more user-friendly coolers like the CoolMaster Hyper 612 Apex. It's convenient to install.

Actually 9070xt is slightly faster at 1440 and is outright faster at 4k.
Do tell.

What is the big difference between the ryzen 9800X3D and 7800X3D if I end up pairing it with a 5070Ti? Would there be huge noticeable difference with gaming?
The most important difference between them is clock speed scaling. This is mostly going to show itself in games that benefit less from the additional cache. For non-gaming the 9800X3D is going to show a larger performance gap typically. For pure gaming purposes the 7800X3D is a great choice to save money on overall build cost.

I have not had any issues exclusive to my 5090 so far.
Then you are very lucky! my 5070ti seems to have compatibility issue with my monitor, I tried all solutions: change another new DP/HDMI cable, using another DP/HDMI port, none of them works, my monitor get artifacts and black screens. After 1 month's struggle I finally sold it out.
