Help me build super budget comp 1000-2000$

ok I'am currently trying to build the cheapest possible computer
parts i currently have
cpu, memory, hard drive, os

parts i dont have
6990 x2 (yes, i want two of them)
case - what cooling is necessary?
power supply - what power supply is necessary? 800w? 1000w?
motherboard - what amd board should i get? i have amd phenom II x4

also - can i go 6990x3 if my budget allows, need better cooling????

please ignore the fact that if i will get to use all my video cards
video cards willl be used 100% for research purposes - non gaming!

also, i plan to run this 24/7, should i go water cooling? if so, please help with that as well

can you still return that phenom II x4 because the i5 2500k absolutely destroys it. and what resolution are you going to be using? my thoughts are 2 6950's or 2 560 ti's.

btw OP 3 6990's not possible.... yet. Quad GPU is the only one possible. Cheers 😀
