The 750Ti is good if you have a low-wattage power supply, do not have a GPU power cable from your PSU, and like low-power with very good 720p performance and good 1080p. The 280 uses more power but is quite stronger and gets a lot more FPS. I own the EVGA 750Ti Superclocked. It's a fantastic card that has performed beyond my expectations. Stays super cool (always under 60°), is small, and even runs my games on 1440p. 280 I do not own.

ok thank you. hope some more people can tell me about their experiences with the AMD card. i have always ran Nvidia cards. if i do get the AMD one it will be my first time. SO i want to know what people think before i buy it
 

650W is fine. I'm running a 290X and i5 4690K on a 600W psu and have no issues.
I would suggest the R9 280 as it's the more powerful gpu. However out of the two cards you're looking at the EVGA 750Ti is a better make of card than the XFX R9 280. It's questionable if the 750Ti even needs such a large cooler as it's only a 60W gpu, I know there are shorter/cheaper versions available.
As for AMD, I like them. Sure they run hotter and consume more electricity than the latest NVidia gpus, but it's not that bigger deal. I've been using AMD ever since a bad experience with NVidia back in the early 2000s when they put out Geforce MX cards that were very misleading as to what gpu they had in them. In over 10 years with AMD I have never had one fail and can't say I've ever noticed any driver issues.
