Help me decide which GPU please

The backplate is mostly for looks. They are both 3.0 x16 cards. The only place you will see these numbers change is on smaller/older cards or motherboards.

3.0 and x16 are different categories, 3.0 is the PCIe version(there is 1.0/2.0/2.1/3.0 etc), while the other is PCIe lanes(x1/x4/x8/16). Most modern GPUs are 3.0 x16, some older ones are 2.0.

Also that CPU will bottleneck a GTX 960.
The 960 is a great card. First though, what are you other specs(ie CPU/MOBO/RAM/Current GPU/PSU/CASE. We wouldn't want you to get a GPU that you cannot utilize due to bottlenecking.

Between the two, those are the same card with the same clocks but with different amounts of VRAM. One is the 2GB version, one is the 4GB version. The 4GB version will preform better if the game needs more than the 2GBs from the 2GB version. If it isn't too much more for you, go for the 4GB version.
 
does the backplate matter? and one is pci 3.0 x16 and the other is pci 3.0? don't know much about this stuff, my specs right are
A8-5500 3.2 ghz quad core APU x64
cm1745 motherboard
AMD Radeon 7560D integrated, came with PC
and a 300W PSU
windows 10, if that has anything to do with it
ASUS VX2238H Monitor
