Question (Help me pls) My GPU Suddenly artifacted at boot then i immediately shut it down and now it's not booting or starting.

Quick Specs:
i3 9100
GTX 970
16gb ram
CX 750W PSU

This happened for the first time, when i opened my pc to play my monitor screen was suddenly full with green artifacts and i panicked and held the power button to shut my pc down. Now it wont boot anymore

Things ive tried:

I tried reseating the GPU and RAM
I resetted the CMOS battery a lot of times
I made sure that the psu cables were plugged correctly and replugged it many times

Solutions i tried:

I tried running the pc with igpu and it worked with no problem
I also tried using 2 different gpus and it both worked perfectly the gpus i tried using are GT 1030 DDR4 Version (No psu pin needed) and Radeon HD 6770 (6 Pin psu needed)

This leads me to the conclusion that everything in my pc works fine like the PSU, MOBO, CPU and RAM etc.

Please anyone help me fix my gpu as i recently bought this for 40$ (Converted to dollars) in FB marketplace
I've used this for 2 weeks now and it was working perfectly fine
I've also repasted the gpu to see if doing that will help fix it but it didnt

Problems that occur when i try using the gtx 970:

When i try booting it/starting it up when the gtx 970 is plugged in, it just doesnt start at all. The cpu fans, psu fans, and the gpu fans spins for a merely millisecond and just doesn't start at all.

Please anyone help me fix my gpu as i saved months just to get that GPU and it is very rare in my country for a gpu like that to be so cheap and gpus here are always overpriced.
Feel free to ask any questions and i will try to answer the best possible answer i could give so that you can help me.
 
If other GPUs work and if the GTX 970 does not work and likewise fails when installed in other computers then it is likely that the GTX 970 has failed.

Noted that the GPU was purchased "cheap" via FB marketplace - correct?

How was the GPU sold: new, used, refurbished?

Any warranty? Are you able to contact the seller?

Why do you think, it was so cheap?
It was probably already damaged long before.
Then it was "baked" to work for a short time and then sold.

You have been scammed. Ask seller your money back.
And no. You can't fix it for $40. That will cost you much more.
