Question Help! Mobo lights turn on and off, fans donts spin, no boot

Hi, Im having some trouble with my Pc. Some days I ago my pc wouldnt turn on, but with the pc off and the psu switch on, the fans would turn on and off every 2 seconds, and the lights of the motherboard would do the same. I took it to a technician who told me it was a bad gpu problem. Fair enough, I ordered a new one, and decided to change the thermal paste of my cpu.
Now Im trying to boot the pc to see if the problem is solved, (without the gpu) and the lights of the mobo still do the same, but The fans dont spin at all (case, cpu and psu fans). I removed ram, hdd already and no luck. Any ideas?

System:
Fx-6300
Evga 500w 80+
Thermaltake Frio Silent 12

Also, I tried removing the battery of the motherboard, then put it back on after a few minutes. Now the lights dont turn on and off but they do turn on a bit when I press the power button. With the psu switch off, I feel like theres current in the system, because touching the top of it or even the case, gives the feeling that theres current going through it.
