and where should he buy from ??.. (Newegg , Dell , ... i dont know)
I will be So Thankfull for any Help !!

I have some help. If he has 1300 American Dollars, he get a very good gaming PC out of that. I'd say he buy the products where he can the cheapest prices on them, but otherwise Newegg.

Case: Pick one you like, that has good fans, room for extra drives, and is not "cheap". Do not use the PSU that a case comes with, as those are cheap and are not good for high-end parts.

PSU: Antec TruePower Series is a very stable and powerful series. I'd recommend this one:
http://www.newegg.com/Product/Product.asp?Item=N82E16817103931

Motherboard:
ASUS A8N-SLi. Overclockable, good platform. Excellent for SLi, loaded with Features.

CPU:
X2 4400+, based on the Toledo core, rather than the Manchester. Toledo is used in the 4800+, and the FX-60. It also has 2MB of cache in its L2.

Memory:
2GB of Corsair Value.

HardDrive:
Western Digital 120+ GB.

Drives:
Get a good Sony or Plextor or other "big" brand DVD writer with DL.

Video Card:
eVGA 7800GT Superclocked Version

Sound Card:
X-Fi

My Total is near 1150. Add 100 for a other items: Mouse, keyboard. Does he need a monitor? If yes, scratch the sound card and buy a nice 19" LCD.
