i have this build and i think my GPU is starting to fail cause my pc keep shutting down while playing game. SO i need help what kind of GPU i should get next max budget is around $400 or less if possible.

Both will serve you well. Although given your CPU, this one might get limited from its full potential a bit. Do not misunderstand the concept though. Both will give you same level of performance. But this one is capable of more performance with a better CPU. But NVIDIA gives you more...
That PSU is not very good either. Its very much possible that it is not able to supply enough power during max load while gaming.
You need to find the source before purchasing anything otherwise the problem may persist even with a new card. If you have spares, you need to start testing, otherwise the best thing to do is go to a professional store and let them test with substitutes.
 
Your video card is too weak to handle the monitor you have well, could use an upgrade no matter what. RX 480 is OK for 1080 resolution, with a 1440 screen especially at higher refresh rates it won't handle any decent demanding games.

With $400 you can upgrade both the video card and the power supply so if issue is with either of those you are clear. First I would check with EVGA warranty to see if you can RMA the power supply. At the same time an RTX 2060 or a AMD 5700 XT would be a good upgrade over the RX 480, or wait a bit till the new 3xxx series cards are out which is soon. If EVGA does approve the RMA you may want to just sell the unit you get and upgrade to a higher quality PSU, SuperNova G3, Seasonic Focus, Corsair RXM or higher, something along those lines.

SO for PSU should i get 750w or higher ?

If so, is it consistent with every game or some specific game??? How long has it been happening??? Did you make any hardware or setting changes to your machine prior to this issue??? Have you overclocked anything??? Have you monitored the temps during shutdowns??? Have you checked the event logs for the shutdown causes???

well in shutdown while i play game (DOTA 2) complete shutdown i get message on screen saying "no input". when i try do run heaven benchmark to test my GPU it shutdown after 3 Sec. i didn't change any settings and never overclock my GPU

Did it ever run or never??? Does it shutdown when starting the game or during intense scenes??? Have you tried some other game??? Have you tried updating the drivers???
 
will keep it then for future upgrade. i will get new GPU can you suggest better gpu than my old one ? ( MSI Radeon RX 480 8 GB GAMING X )
