Question help needed with common monitor refresh rate issue. What could be wrong?

I am using a 6600xt. My Asus v328h1b 1080p 165hz VA monitor is fine. I have used it for so long with a 155fps avg.

I tested a defective Samsung 32" 1440p 144hz VA monitor (lc32jg56qqxna). Since the switch, fps was limited to 1/2 the fps (72fps).

I have read several trash sites blabbing on like HP reps about fixes. Then I read several articles. The solutions are to have utd monitor/graphics drivers, working cables, change resolution/hz in Windows display settings, disable Freesync in Adrenline software, and disable Adaptive Sync in monitor menu/settings, disable vertical sync.

I did all this except vsync in FO4. I even started FO4 in Windowed bordered and borderless.I read about the various disableable sync features. While FO4 was still open, I tried that and my fps went from 72fps to 144hz instantly.

Currently, I switched to an MSI MAG321QR 1440p 165hz IPS display (used hdmi (144hz) and dp (165hz)). Since the switch, fps is limited to exactly 1/3 the fps (55fps). None of the solutions worked.

The articles (including on Steam) I have read state that adaptive sync/freesync and vsync must be disabled. Doing that fixed the problem on the Samsung. I have not been able to figure out how to disable vsync on FO4 until now. I had to edit 3 or 4 files to do it. After I disabled vsync, I enabled adaptive sync on MSI monitor in order to then enable freesync on adrenaline. It still isnt working. The high fps doesnt work in any other games either. It is stuck at the same cap.
Edit1: I just blundered through this part but... I had installed Afterburner several weeks ago. I never had an issue with my frames being capped on the Asus in OP. A few minutes ago I read that Afterburner can cause capping. I didnt think about it before uninstalling and my fps is still exactly 1/3 the monitor capability. I am using the Steam-enabled fps counter now.

On Wednesday, I am going to reset my computer. I will report back if resetting then installing only FO4 did the trick.
 
Update! I was wrong. I played other games with the Steam in-game fps counter. JC3 had average of 161fps (1080p before monitor switch) and 122fps (1440p after monitor switch). Outer Worlds had average fps of 157fps (1080p before) and 131fps (1440p after). BeamNG does not allow Steam's fps counter but gameplay was smooth. It is only FO4 affected by the monitor change. I apologize for not testing other games before posting. But now I need to troubleshoot whats causing FO4 to be (in)fected (pun intended). Does Tom's Hardware have such a topic (FO4)?
