Help overclocking my rig!!! So close to a breakthrough!

Trying to OC my new comp based on Tom's Feb $625 build and having major problems. Basically I can't get past a CPU Frequency of 250 MHZ for the life of me. I will post my system specs here and a detailed almost perfect representation of what my bios would look like to you with all information that i thought could be even remotely relative to why i'm getting nowhere with this.

CPU SPECS = E5200 @ 2.5 GHZ, ASROCK P45XE(2000 MHZ FSB), 4 GIGS CORSAIR DDR2-800 (Tested at JEDEC standard latency settings(7-7-7-20) at 2.0V,SPD programmed at:JEDEC standard 6-6-6-18 values at
800MHz),ATI/SAPPHIRE RADEON 4870 512 MB, MASSIVE ZALMAN HEAT SINK,5 CASE FANS COOLING THIS THING OFF,500W PC POWER SUPPLY (SLI READY).

RUNNING CPU @ 42C, AND MB @ 37C WITH THE FOLLOWING SETTINGS. ALL CAPPED ITEMS ARE UNCHANGABLE IN MY BIOS WITH CURRENT SETTINGS.

I have all the software and i know how to monitor my hardware. My main issue here obviously is bios settings. It's a lengthy post i realize but i have the concept and i just need a start, ie letting me know what voltages need to be changed besides the fsb and nb etc.

RATIO ACTUAL VALUE = 6
Ratio CMOS Setting = [6](Scales to 12.5)

CPU Frequency (MHz) = [200](Scales from 100 MHZ to 800 MHZ)
PCIE Frequency (MHz) = [100](Will fix at 100 MHz when over clock mode is set to Manual, which i hear is a good thing.)

Dram Frequency = [Auto]; Options = 333Mhz(DDR2 667), and 400MHz(DDR2 800)

You might also want to try higher Vcore, something like 1.3-1.35. And its kinda weird that you have only 2 DRAM speed options, without the 1:1 ratio(DDR2 400 with fsb of 200mhz)clearly visible. Maybe you need to try different strap, as having only two ratios seem just wrong.
