[help] PC not working with GPU pci-e cable hooked on

good morning guys, i have this pc since june 2015
i3-4150
evga gtx 960 2gb
corsair cx430m PSU
8gb ram

so i was playing a game this morning and the pc shut down, i tried turn it on again and nothing. Now if i disconnect the pci-e cable of the GPU the pc powers up but show a message asking me to connect the pci-e cable on the GPU, but if i do so the pc does not power up. without the pci-e cable on the GPU the card's fan works but apparently that's all.

is my card dead? could it be the PSU?

Your PSU is most likely dead, then again it would have trouble booting, Your 12v rail might have degraded t the point where it cant power the card.

i am using the pc right now without the GPU, can PSU be just half dead? i mean just the pci-e part of it?
